What I usually do is use the wide packaging tape and just run it along the label - in case it rains and the tag gets a little wet.  Then I take the tape and after looping the tag through the handle I wrap the tape the close the opening.  They stay on better then you think - be sure to fold them and don't cut the excess paper ...
