Just got back from Victory on July 28 and I'm San Juan and there are plenty of taxi drivers available English speaking.

We got a tour for $15/ pp and the island is so small we drove it all in 2 1/2 hours. Just got with a taxi driver at the port. Get a big group together and you will get a good rate

We just got back from Victory and got our tours with the taxi drivers & the ports. Much cheaper. My husband and friend the jet ski at Barbados and St. Kitts, it cost $40/ half hour and 2 or 3 people can get one. Remember haggle for the tour and go with a real taxi driver.
