 I have spoken with vacationstogo and with carnival---I went through vacationstogo first and was put on hold while she dealt with carnival and then was advised to contact carnival myself after she was told there would be no further refund.

Vacationstogo is your "travel agent" and you have to work this out with them.  Carnival cannot even look at your reservation without their permission.
