    You are blaming Carnival for the bad weather you had.  When you booked your cruise one thing that is noted is the iterary can be changed due to weather conditions.  Would you rather try to take a tender to shore and have it capsize and you either be killed or seriously injured or have the ship get you out of harms way and enjoy the many onboard activities in safety and comfort?  I vote for comfort.  No one can control the weather but the cruise line can control the safety of it's passengers.  I've been on Carnival cruises where the iterary has been changed due to weather and I wasn't able to enjoy a port I had been looking forward to visiting but I got over it knowing they had my safety as their #1 priority.
