I will be going to Cozumel Nov 28 - Dec 3.

 Will it be too cold to even consider enjoying a swim at the beach ?

Gulf/Caribbean tropical waters are never "cold".  There are some people who can't stand water less than bath temperature and 80 degrees may be "too cold" for them.  But people go swimming, snorkling and diving year 'round in the tropics.

Our last 2 cruises were in December, including Cozumel.  No worries, the water is warm and temps in the high 80s!

Of course, being from Minnesota, warm is a relative term . . .

You could get cold even if the water is quite warm if the wind is cool and really blowing and the water on you is evaporating rapidly.

The water temperature in Cozumel that time of year is going to be in the lower 80's, not the high 80's. It is still quite comfortable and you could spend hours in it comfortably. My girlfriend who is always cold would swim in it no problem in just a swimsuit but for diving she prefers a thin wetsuit just for that extra bit of warmth.

You are correct - I should have said the air temperature was in the high 80s.
