As for Belize, there is No problem with you getting off in time to go Cave Tubing.. We just did it in early June... You just need to be up early and in the lounge that they are giving out tender tickets about 15-30 minutes before they start... The tender ride alone is at least 20 minutes but we will arrive 8am ship time = 6am Belize time... The agents for the tour company will all be lined up waiting for you... Its a long ride to the cave tubing site, take some water with you and be sure to order the lunch if its an option.. we were so hungry after the cave tubing & Major Tom found us a lunch that hadn't been taken.. We had to split it and it was so good I think we could have each eaten 2...
In Roatan, I used Victors drivers both times we were there but this time we are going to Fins & Flippers... You can easily leave the gated area and hire a taxi to the Mayan Princess for $$20 each way to the beach.. The Mayan Princess charges $10 for a day pass that allows you to use their pool, beach, chairs and facilities. Its really pretty, take a look at their web page... The only thing is they only sell so many passes so make sure you go directly there... We also went to Infinity which is a nice area but you can't use the pool or chairs but you can lay on their beach for FREE... The food and drinks were also good and reasonable and there are tables & chairs you can sit at if you are eating/drinking.
Both Belize & Roatan have very little except a small shopping area at the port... so a tour or taxi is needed.
