I tried dp3 earlier today and it worked showed me upgrades that were available

It's still DP3 . Remember Carnival offers Past Guest rates on only selected cruises for selected Categories; if you get some non-sensical error code, that generally means there's no Past Guest Rate for that specific cruise. ken
