I will be sailing to Progresso and Cozumel and am wondering if there are phones you can use with an international calling card while at these ports?

Ask your Shopping Consultant on your ship where the go to use the phone in port. They will have info on the best palce. Before you leave make sure and buy some calling cards. They will be cheaper than waiting till you get there. Also we used our cell with no problems in Cozumel, Grand Cayman. Nassau and Freeport with no problem at all. You can go online and find out intl. cell phone rates. If I remember Mexico was .99 per min. You also will have cell service on most of the ships now but it is a bit more expensive.

Regarding cell phones, most service providers offer international calling plans.  AT&T has theirs at around $5 per month with calls at $.50 per minute.
