All the Carnival ships I've been on have a party atmosphere. Camp carnival is great for the little ones. The 17 y/o will have the arcade and the Club O2 and the various shows. There is plenty for them to do and it's true you might not see them much.
My twin girls went with us on the Conquest when they were one month away from their 18th birthday. They were bored to death, but that was by choice. They didn't want to hang out with the "Kids". I suggested they look in the morror and check their birth certificate.
You'll be happy to know they monitor the bars pretty closely for underage attendees and will remove them if they try to get in. Ask my daughters. Sadly, I found out they managed to get kicked out of every bar on the ship except the piano bar. They said they didn't try that one because the music was "boring".
One of the twins has cruised three times since and loves it. Now she doesn't even try to get into the bars and is in bed by 10pm every night. Genetic malfuntion, I'm sure. Her sister hasn't cruised since and doesn't want to try again.
Yours I'm sure will behave better than mine and will have a wonderful time.
